About
The Hong Kong Construction Association (HKCA) has released the Best Practice Guideline for Carbon Smart Construction Sites (hereinafter referred to as “the Guideline”), marking the industry’s first practical framework focused on reducing carbon emissions from the contractor’s perspective.
The Guideline adopts the “4M1E” framework—Man, Machinery, Materials, Methods, and Environment—and outlines 36 actionable carbon-smart measures to support contractors in developing effective carbon reduction strategies and optimizing construction processes.
To further encourage the adoption of these practices and recognize outstanding efforts, HKCA has launched the Carbon Smart Construction Site Labelling Scheme, which aims to honor construction sites that demonstrate excellence in carbon reduction initiatives.
Both the Guideline and the Labelling Scheme have received support from the Development Bureau and the Environmental Protection Department, offering the industry a clear roadmap toward sustainable development. This initiative encourages contractors to actively implement carbon reduction measures and contributes to the collective goal of achieving carbon neutrality by 2050.
Eligibility
- The scheme is applicable to civil, foundation, and building projects.
- Each application is limited to one construction site. (Both HKCA members and non-members are welcome to join the scheme.)
- Sites awarded the label will receive recognition for one year, and reviews will be conducted annually to ensure ongoing compliance with carbon smart practice standards.
The Submission requirements
Applicants are requested to submit the following:
- A completed checklist with photos and / or basic descriptions
- Request supplementary information if necessary
Judging Criteria
- Entrants can prove a very high level of compliance with the Best Practice Guideline for Carbon Smart Construction Site
- Entrants can demonstrate their commitment and efforts towards the pursuit of decarbonization objectives and achievements undertaken during daily operations, by giving a particular account of the following:
Entrants who receive 15 decarbonization tokens or above.
Judging Panel
An independent judging panel made up of experts from HKCA, DevB, EPD, independent third party and other guests invited by HKCA will decide who will receive the label. All decisions made by the judging panel and the organizer are final and binding in all matters relating to the labelling scheme such as the eligibility of applicants, the category that the applicant can enter and the result of labelling scheme. Participating companies that submit an entry are expected to abide by whatever decisions made by them.
Award Ceremony
The labels will be presented to the winners at a ceremony scheduled tentatively in April 2026.
